Long red plumes of the heating oil spread quickly on the river that morning, alarming nearby residents and environmentalists. Crew members contained the spill by deploying a rubber boom then contacting emergency cleanup teams, according to the proposed settlement.

Contractors, the Coast Guard and the Henrico Fire Department were able to recover about 10,800 gallons of the spilled fuel, leaving about 14,000 gallons in the water.

The incident occurred on the morning of May 8, when a 300 foot barge ran aground on some rocks that punctured the vessel. It was carrying about 1.7 million gallons of fuel, which it had just picked up in Richmond.
